Microfinance programs targeting poor women are considered a ‘prudent’ first step for international financial institutions seeking to rebuild post conflict economies. IFIs continue to visibly support microfinance despite evidence and growing consensus that microfinance neither reduces poverty nor breaks the cycle of domestic violence.

ABSTRACTED FROM PURPOSE OF THIS MISSION: The purpose of the mission was to gather accurate and up-to-date information from a range of sources about a number of issues concerning the treatment of Tamils including the government’s attitude to diaspora activities and the treatment of members of diaspora groups, in particular members of the Transnational Government of Tamil Eelam (TGTE).

 The goal of this research was to understand the driving forces and agents that prevent the effective application of land-use policies through plan implementation, in the fastest growing city in Africa, Bamako District.The current results yield from the field work done in November and December of  2017.

Land and property rights in Iraq are an important component of recovery, particularly subsequent to the ISIS conflict. The return of 3.3 million internally displaced persons (IDPs) due to the ISIS conflict are encountering claimants who were dislocated from 

Civil war and violence often force large numbers of people to leave their lands. Multiple waves of displacement and (partial) return generate complex overlapping claims that are not easily solved. As people return to their regions of origin-sometimes after decades-they tend to find their land occupied by other settlers, some of whom hold legal entitlements.

How state and customary authorities deal with land issues has important consequences for how they are viewed by citizens. This may be particularly the case in conflict-affected settings, where displacement and return cause tenure insecurity and land disputes, and where the legitimacy of state and non-state institutions is contested.

The project ‘Grounded Legitimacy’ explored how interventions in land governance by development organizations feed into the legitimacy of state and non‐state public authorities, and how these development organizations may better take ‘legitimacy’ into account. This policy note presents key findings and their implications for policy makers.
