This Act makes provision with respect to the procedure of escheat of property, i.e. the appropriation of any casual revenues arising within the Colonies or Foreign Possessions of the Crown (other than Droits of the Crown and Droits of the Admiralty) for or towards any public purposes within the Colonies or Possessions in which the same respectively may have arisen, including the revenue to arise from the estates and effects of persons who have died intestate and without heirs or next of kin.

This Act provides with respect to local government in accordance with section 187B of the Constitution, which requires an Organic Law to provide for, or make provision in respect of, the form and the manner of establishment of the Provincial Governments and the Local-level Governments. The system of Provincial Governments established by this Organic Law applies to the government of the National Capital District and the provisions of this Organic Law relating to Provincial Governments apply to the National Capital District.

These Rules, made under section 15 of the Administration of Estates of Persons of Unsound Mind, concerns the administration of estates of persons of unsound mind by an appointed manager. The Rules make provision with respect applications for administration, security for the administration of an estate, discharge of a manager, forms and fees.

Convention on the Elimination of All Forms of Discrimination against Women (CEDAW)

The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) is the only international treaty specifically focused on preventing discrimination against women and explicitly dealing with rural women and their rights (Art. 14). On 18 December 1979, the Convention was adopted by the United Nations General Assembly. It entered into force as an international treaty on 3 September 1981 after the twentieth country had ratified it.


Decree No. 129/2003/ND-CP detailing the implementation of the National Assembly's Resolution No. 15/2003/QH11 on agricultural land-use tax exemption and reduction.

This Decree provides for the exemption from the agricultural land use tax in case of land assigned by the State to households and individuals for agricultural development, or belonging to farmer cooperatives whose land has been assigned for agricultural production, or for agricultural and forestry farmers which have been assigned lands for farming, in poor and less favoured areas.

Article 5 of the Law No. 214-1 on peasant farm acquires a new wording: «The plot of land of a peasant farm shall be inherited according to the modalities envisaged by the national legislation». Article 6 of the same Act acquires a new wording: «The plots of land for farming shall be allotted to the citizens of the Republic of Kazakhstan on condition of ownership or on condition of temporary charged lease for the period up to 49 years and for seasonal grazing on condition of temporary land tenure free of charge».
