The Land tenure in Northern Africa Challenges and opportunities

In Northern Africa region, land administration and land management systems are characterized by the existence of various institutions and a diversity of land tenures. In order to meet the requirements of the new era, a series of emerging policies has been developed and implemented according to the national needs and to the international regulations. In terms of historical events, we distinguish in the Northern Africa three different groups’ state members: (1) Sudan and Egypt, and (2) Tunisia and Morocco, (3) Algeria and Mauritania.

Struggles to control valuable land, natural and mineral resources are at the heart of many conflicts around the world. Many have their roots in colonial conquest and post-colonial resource grabbing by colluding local and global elites. Land conflicts frequently entail clashes of values and meanings associated with land. Conflict risk is rising with climate change and the race to control critical mineral and water resources. Millions of people face loss of livelihoods and displacement.

The document "Analysis across Darfur based on 8 studies -PBF fund" highlights the importance of land governance in resolving conflicts and building lasting peace in Darfur, Sudan. The Native Administration is identified as a vital local institution for mediating land disputes, and support from both the government and international actors is advocated to enhance their role. The establishment of the National Land Commission and the Darfur Land Commission is recommended, with a focus on developing clear mandates and frameworks to address unlawful land occupation.

The Doha Document for Peace in Darfur (DDPD) is the outcome of over two years of negotiations, dialogues, and consultations with major parties involved in the Darfur conflict, relevant stakeholders, and international partners. Finalized at the All Darfur Stakeholders Conference in 2011, it provides a comprehensive framework for the peace process in Darfur. The Government of Sudan and the Liberation and Justice Movement have committed to this agreement.

Women’s Land Rights as a Foundation for Sustainable Climate Action
