The Land Policy Initiative (LPI) of the African Union, the Economic Commission for Africa (ECA) and the African development Bank (AfDB) concluded the development of a Framework and Guidelines) on Land Policy in Africa (F&G) to facilitate national land policy development and implementation processes.

L'Initiative sur les politiques foncières vise principalement à « aider les États membres dans la mise en oeuvre de la Déclaration de l’Union africaine sur les problèmes et enjeux fonciers en Afrique, conformément aux Cadre et directives pour les politiques foncières en Afrique, afin de réaliser le développement socioéconomique, la paix, la sécurité et le respect de l’environnement ».

The African Peer Review Mechanism (APRM) is a mutually agreed instrument established in 2003 by the African Union in the framework of the implementation of the New Partnership for Africa’s Development (NEPAD). The objective of the APRM is to foster the adoption of policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated regional and continental integration.

Habitat: United Nations Conference of Human Settlements, held in Vancouver in 1976, recommended that 'A national policy for human settlements and the environments should be an integral part of any national economic and social development policy.

The paper focuses on the Report on the land policy formulation and implementation. The report presents the findings of the study on developing an institutional and funding mechanism and a monitoring and evaluation framework; the highlights of progress made by the Land Policy Initiative in implementing its five-year strategy and roadmap (2012–2016); and the results of research conducted by the Land Policy Initiative over the past two years on key land issues in Africa.

The major problem in Africa today understands the modern concept of town planning. Just as was true in Europe in the 18th and 19th centuries, in Africa today physical planning is regarded as a technique for the amelioration of the evils of urban development. Insanitary conditions, congestions, un-economic layout of streets, the inefficient use of public utilities or the absence of adequate sanitary facilities "brought about the enactment of public health laws, plumbing and building codes and regulations which controlled land-use.

The African land policy center (ALPC) steering committee adopted the agenda of the meeting with the suggested modification. And a presentation of progress made in implementing the decisions of previous steering committee meetings. The presentation is: The joint working group on land (JWGL) planned to deliberate on the reorganization of the ALPC steering committee membership, taking into account the ALPC strategic plan, and would table it for a decision from the steering committee.

The African Land Policy Centre (ALPC) has put in place a number of mechanisms for land policy development and implementation including establishing or reinforcing existing platforms, generating knowledge and developing capacity. One of centre’s objectives is to contribute to knowledge generation, dissemination and management in order to enhance the evidence base for land policy development and implementation. This objective is being achieved through research, publications, and knowledge sharing and learning forums.

L'urbanisation croissante a eu des conséquences profondes sur l’économie des pays africains et sur la vie des citadins. Le développement des grandes villes, notamment, est à l’origine d'un certain nombre de problèmes comme l'existence d'infrastructures et de services peu fiables, insuffisants et médiocres. Des études ont montré que dans des pays comme le Burkina Faso, l’Ethiopie, la Sierra Leone et la Somalie, un nombre croissant de citadins ont un accès au logement, au transport, à l’eau, a l’éducation et à des services de santé adéquats et/ou acceptables.

The objective of this project is to obtain quantitative means to ascertain the economic magnitude of the future development effort which will be needed in order to accommodate the growth of African towns and cities as measured against Qualitative indices expressed in terms of levels of physical development.

The Heads of States and Government of the African Union in collaboration with UNECA and AfDB, to carry out studies on the establishment of an appropriate institutional framework that can support Member States in their efforts towards reviewing, developing and implementing land policies including mechanisms for progress tracking and reporting, as well as for the establishment of an African Fund for Land Policy.
