La presente Ley modifica, entre otros, los siguientes artículos del Decreto Ley Nº 701 de 1974 sobre fomento forestal, cuyo texto fue reemplazado mediante el Decreto Ley Nº 2.565 de 1979. El objeto de la ley es regular la actividad forestal en suelos de aptitud preferentemente y en suelos degradados e incentivar la forestación, en especial, por parte de los pequeños propietarios forestales y aquélla necesaria para la prevención de la degradación, protección y recuperación de los suelos del territorio nacional (art. 1º).

The Ministry of Finance now issues guidelines for provision of credits from the State for programmes and projects for use of bare land, degraded hills, forests, alluvial flats, and water bodies within the framework of Decision 327-CT and according to duly approved annual plans: Funds from the State budget are to be provided in the form of credits for basic construction and for non-commercial economic purposes for programmes and projects for the use of bare land, degraded hills, forests, riverine and coastal alluvial flats, and water bodies.

This Decision of the Prime Minister concerns so-called PAM forests, i.e. forests planted with the World Food Program aid capital. It outlines principles of management and use of such forests and lays down conditions for PAM forest owners. It also outlines rights and duties of Pam forest owners in specified regions and as regards certain forest areas. Forest owners shall be entitled to fully own PAM forests on land planted for production forests and protective forest in "less crucial" regions, and local protective forest within villages.
