By this Decree, the rules were approved regarding permit for process engineering and agricultural activities in lands affected by landslide, flood, erosion, wind erosion, land subsidence, abrasion and volcanic mud as well as in wetlands. This Decree states that the State Committee of Geology and Mineral Resources shall be the authorized body for assessment of exposure and monitoring of exogenous geological processes and shall take measures against them.

This Act provides for the creation of the Federal Capital Territory for Nigeria (as described in the First Schedule to this Act) and the Federal Capital Development Authority. The Authority shall be a body corporate and shall be responsible, among other things, for: (a) the preparation of a master plan for the Capital city and other matters regarding land use with respect to town and country planning within the rest of the Capital Territory; (b) the provision of municipal services; and (c) establishment of infrastructural services in accordance with the master plan.
