Instruction No. 89 of the State Registration Agency on technical certification of immovable property.

This Instruction establishes that technical certification shall be applicable in the following cases: (a) land consolidation; (b) land transactions; (c) change of boundaries of land plots; and (d) at owner’s request. Technical certificate shall be issued in accordance with the established modalities and form at applicant’s request. Annexes contain forms of technical certificate, cadastre plans of land plots and applicable documentation.

The present Regulations enact the Land Registration Act. The Regulations lay down comprehensive provisions relating to the registration of land. The text – consisting of 8 sections – deals, amongst others, with the following aspects: designation of counties, establishment of registration districts, prescribed fees and transitional provisions. One Schedule is enclosed.

Registration of Titles Act 1924 (Cap. 230).

This Act makes provision with respect to the registration of and certification and rectification of titles respecting land. It also provides rules relative to lease of land and other matters regarding land such as mortgage and legal actions regarding land and the bringing of land under this Act. Certificates of title shall be in one of the forms in the Third Schedule to this Act.

This Act concerns official survey of lands on order of the Commissioner of Lands or the Minister. It also establishes the Surveyors Licensing Board and provides for licensing of land surveyors. The Board shall keep a register of licensed surveyors. The Board may authorize the licensee to act as a land surveyor in any part of Uganda or to undertake only such land surveys as the Commissioner may, from time to time, in writing, specifically authorize.

This Act makes provision for the registration of land surveyors, quantity surveyors, building surveyors, mining and hydrological surveyors and valuation surveyors, as well as land agents and other professionals responsible for the management of land or buildings. It establishes the Surveyors Registration Board and defines its functions and powers. The Act also concerns public control on surveying practices. The Board shall regulate and control the profession of surveyors and the activities of registered surveyors within Uganda and advise the Government in relation to those functions.

This Act makes provision for the registration and the licensing of land surveyors and the control of their practice and establishes for these purposes the Land Surveyors Board and creates the office of the Surveyor-General.The Surveyor-General shall be the Registrar of Licensed Land Surveyors and direct and control all surveys carried out for public.

Regional Act No. 24 laying down provisions on social agriculture.

This Regional Act aims at the promotion and development within Toscana of social agriculture, which refers to activities carried out by agricultural entrepreneurs, as defined under article 2135 of the Civil Code. Article 4 sets up the Regional Observatory on Social Agriculture; article 5 provides for the registration of related agricultural lands.

The present Law lays down provisions dealing with the measurement and survey of land, as well as with the Land Cadastre. Article 1 establishes that the Survey Service shall create and conserve a geodetic basis for a general land survey, record and describe the national territory in geographical information systems and represent it in topographic maps, and run the archive of territorial aerial view.
