Public lands accounted for 80% of the country area until a decade ago. As Cambodia emerged from three decades of civil war and internal strife, the Royal Government of Cambodia (RGC) has granted more than 10% of the country area or 50% of the cultivatable land as large scale “Economic Land Concessions” (ELCs) to private companies, mostly foreign owned, in a mostly rigged process. Land disputes have become a permanent fixture in the press and a hot issue on human rights reports.
The emergence of “blockchain” technology as an alternative data management technique has spawned a myriad of conceptual and logical design work across multiple industries and sectors. It is also argued to enable operationalisation of the earlier “smart contract” concept. The domain of land administration has actively investigated these opportunities, albeit also largely at the conceptual level, and usually with a whole-of-sector or “big bang” industry transformation perspective.
This paper reviews experiences and development impacts of a selected number of developing countries in Asia and Africa that have used emerging land registration approaches to rapidly secure land rights at scale. Rapid and scalable registration is essential to eliminate a major backlog of the world’s unregistered land, which stands at about 70 percent. The objective of the review, based on secondary data, is to draw lessons that can help accelerate land registration across many countries.
Land administration is one of the pillars of economic development and poverty reduction. Land registration and cadastres make up an important part of land administration. In Brazil, recent initiatives attempt to build an efficient land administration to overcome its deficiencies built from a history of disorderly occupation and with many specificities of a colonial past. The objective of this paper is to present the land registration process in urban areas in Brazil using modeling of land administration.

This creates both risks and opportunities for prospective land holders, resulting in a tangle of insecure land rights and claims under multiple tenure systems. Recently, innovative land tools have been proposed and implemented to formalize land tenure. It is envisaged that tenure security for land holders will increase and in turn contribute to poverty reduction.

When you buy a home, should that also mean you have to inform the whole world where you live, how much you paid for it, and whether you financed the purchase with a mortgage loan? In essence, the Netherlands and England & Wales answer this question in the affirmative. The only thing that stands in the way of anyone accessing this information in the land registry is the payment of a small fee. In Germany, on the other hand, access to this personal data is restricted to the person who can show a legitimate interest in the information.
This paper reviews the scholarly literature discussing the effect(s) of land registration on the relations between land tenure security and agricultural productivity. Using 85 studies, the paper focuses on the regular claim that land registration's facilitation of formal documents-based land dealings leads to investment in a more productive agriculture. The paper shows that this claim is problematic for three reasons. First, most studies offer no empirical evidence to support the claim on the above-mentioned effect.
Documentation of land rights can ensure tenure security and facilitate smooth land transactions, but in most countries of the global south this has been difficult to achieve. These difficulties are related to the high transaction cost, long transaction times, and procedural rigidity of land registration processes. In response to these problems, innovative approaches of tenure documentation have been conceived at a global level and are being promoted in many countries of the global south.
