These Rules require that there shall be maintained in Port Vila a Land Records Office in which shall be kept a register to be known as the Land Leases Register. These Regulations provide for matters of the land Records Office such as Hours of public business of the Office, amendments, corrections, erasures, etc. of register, lodgement for registration, fees, evidence of incorporation, execution of instruments by corporations, attestation of instrument, persons interested in instruments may not attest, deposit of deeds in archives.

The Law prescribes the procedures for the completion of land reform in rural areas, as well as the rights of use of land and the property relationship must be adjusted and disputes in issues related to land reform must be examined until the completion thereof. The norms of this Law are applicable, if it has not been specified otherwise in the Law on Completion of State and Local Government Property Privatisation and Utilisation of Privatisation Certificates.

This Federal Law regulates relations originating from state cadastre valuation of the territory of the Russian Federation. The state cadastre valuation is conducted on the basis of the principles of the uniformity of the methodology for determining cadastral value, the continuity of the updating of the information necessary for determining the cadastral value, independence and openness of state cadastral valuation procedures at each stage of their implementation, economic feasibility and verifiability of re-assessment of cadastral value.

The present Regulations are made under the Land Registration Act. In particular, the Act provides for the efficient and correct enactment of the afore-mentioned Act. This Act adds a new Chapter to the Liberian Code to create the Liberian Land Authority. The Authority shall be a body corporate and shall be governed by a Commission. The primary mandate of the Authority is to develop policies on a continuous basis, undertake actions and implement programs for land governance.
