This Decree declares the land areas of 11 communes (listed in the text) under cadastral survey in order to be included in the Official National Cadastre.

The Government of Moscow and the Committee on Land Resources and Land Survey note that under the conditions of ongoing economic transformation in the city of Moscow increases the importance of keeping state land cadastre.

The Government decrees to validate the program of carrying out land reform on the territory of the Russian Federation in accordance with the Annex. State Committee on Land Reform, the Ministry of Agriculture and Food of the RSFSR, the Forest Ministry of the RSFSR, other ministries and departments concerned, councils of ministers of the republics that make part of the RSFSR and local executive authorities must carry out all the necessary organizational matters for putting into practice the above-mentioned Program. The document consists of VIII Sections.

The Government, for the purpose of development of the automatic system of keeping state land cadastre directed toward modern methods of data collection, processing, storage and transmission, decrees to validate the Program and to entitle the Committee on land resources and land survey to be the customer of the Program. The document consists of 6 Sections. Section 1 regards the substance of the problem and the substantiation of the necessity of its solution by programmed methods. Section 2 concerns the main objects, tasks, terms and stages of carrying out the Program.

The Ministry of Taxes and Dues, on the instructions of the Government, communicates that the owner of the plot of land must be given a year's notice in the written form of the impending expropriation of the plot of land in question by the institution that has made such decision. The decision of expropriation of the plot of land for state or municipal needs must be registered by the authorized institution entitled with the official registration of the plot of land. The owner of the plot of land must be notified of the carried out registration specifying the date of it.

The Committee on land resources and land survey specifies that in the process official registration of the map of the plots of land in the upper left corner of the document is adduced the series of the respective Ownership certificate of a physical or juridical person to a given plot of land while the number of the same Ownership certificate is adduced in the line 8220;. The cadastre number of the plot of land is adduced over this line.

The Government of Moscow, for the purpose of more efficient use of land, decrees to consider proceedings of the registration and inventory of land tenants a priority issue for the city of Moscow. The Government of Moscow decrees to entitle the prefectures of administrative districts and managing bodies to render Moscow land committee assistance in carrying out the set task.

This Regulation determines the modalities of licensing of geodetic and cartographic activity carried out by juridical persons or by private employers. Geodetic and cartographic activity that comprises carrying out work in accordance with the Annex to the present Regulation is subject to licensing.

The head of the Federal Service of Geodesy and Cartography orders to validate the Regulation. This Regulation determines the status, the main tasks and competence of the territorial inspection of state geodetic survey of the Federal Service of Geodesy and Cartography. Territorial inspection of state geodetic survey is a territorial division of the Federal Service of Geodesy and Cartography and carries out state geodetic survey over geodetic and cartographic activity on the allotted territory. Inspection is a juridical person. The main tasks of inspection are: 1).

Article 1 authorizes to make the following amendments to the Federal Law on state registration of immovable property and its transactions: (1) Item 3 of article 7 is supplemented with the following paragraph: "President of State Auditors’ Department, his deputies and auditors of State Auditors’ Department for the purpose of ensuring the functioning of State Auditors’ Department". (2) Item 2 of article 8 is supplemented with the following paragraph: "President of State Auditors’ Department, his deputies and auditors of State Auditors’ Department".

The President, for the purpose of maintenance of realization of the property rights on ground of the citizens, legal persons and state, acceleration of becoming and effective regulation of the market of grounds of the occupied items, other grounds of not agricultural assignment, engaging of the investments for development of the occupied items, increase of receipts in the budget, decrees to approve the Basic directions of development and regulation of market grounds of the occupied items, of other grounds of not agricultural assignment (according to the Annex).

The Government decrees to validate the Regulation. Federal Geodetic and Cartographic Service (ROSKARTOGRAFIJA) is Federal Executive Body entitled with special functions (executive, control, supervision, authorizing, regulating and so on) in the field of geodetic and cartographic activity and denomination of geographic objects. ROSKARTOGRAFIJA is a specially authorized Federal Body in the field of environmental protection within the sphere of its competence as well as in the sphere of denomination of geographic objects.
