The Strategy for the Development of the Forestry and Pastures Sector in Albania is a national strategy with a sectoral approach, whose objectives are: a) protection of forests, pastures and biodiversity; b) encouragement and maintenance of the sustainable management of forests and pastures; c) consolidation of linkages with the market economy; d) involvement of local stakeholders and users in the development of the forestry sector; e) institutional and legal reform of the forestry sector at national and local level.

This Regulation No. 1374 of 2008 lays down the rules and procedures for the removal, addition, and destination changes in the pastures fund. The physical or legal persons or the local government units may submit at the Ministry of Environment, Forests and Water Administration the request for the removal of certain parts from the pastures fund. The request should be accompanied by a formal notice, a copy of the permission or document that approves the activities proposed to be undertaken, and the blue print of the area. The request should be examined within 30 days of its submission.

This Regulation, made under the Afar National Regional State Rural Land Use and Administration Proclamation, concerns equal land use rights on communal holdings of the pastoralist communities and separation of communal holdings for use of the pastoralist community. Any pastoralist shall be entitled to equal land use right on communal holding. The purpose of this Regulation is to determine lands that could be used for other than agricultural purposes when needed and to determine lands of with a potential high level of agricultural production. The Regulation sets forth provisions on cadastre, land registration, actions to be taken for protection of environment, land leveling by determining all vegetative production areas including meadow and pastures, preventive measures for erosion, efficient use of lands, drainage network, land valuation and land parceling, in the field of land consolidation.
