Building on a very successful previous strategic phase, the new RECOFTC Strategic Plan (2013-2018) has an increased focus on clearer strategic outcomes in RECOFTC’s four thematic areas: Securing Community Forestry; Enhancing Livelihoods and Markets; People, Forests and Climate Change; and Transforming Forest Conflicts. Within these thematic areas, we explore emerging issues, including landscape approaches, food security, water security, and biomass energy security.

Equity has featured prominently in international climate change discussions since the establishment of the United Nations Framework Convention on Climate Change (UNFCCC) in 1992. Looking forward, equity is expected to be of even greater relevance in this year’s hoped for landmark climate agreement, to be finalized at the 21st Conference of the Parties (COP21) in Paris. Reducing Emissions from Deforestation and Forest Degradation (REDD+) remains a focal point of global debate at the intersection of forest and climate change policy.

The 21st Conference of Parties (COP 21) of the United Nations Framework Convention on Climate Change (UNFCCC) was held in Paris, France, 30 November to 11 December 2015. COP 21 and the resulting Paris Agreement have been seen by many as a turning point in international climate negotiations. Their implications have been particularly significant in the context of forests. In view of this, forest sector stakeholders in Asia and the Pacific require succinct and accurate information on the outcomes of COP 21 and the Paris Agreement.

The Bali Action Plan identified two key areas for the forest sector to contribute significantly to global climate change mitigation. One area concerned approaches and incentives relating to reducing emissions from deforestation and forest degradation in developing countries (REDD). The second area focused on the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries. REDD+ has become synonymous for a combination of these two areas.

This report is part of the USAID Climate Change Adaptation Project Preparation Facility for Asia and The Pacific project and details efforts to establish a long-term demonstration site in Nepal to identify CF-CCA interventions through participatory approaches, develop proposals for priority interventions, access external finance for a minimum of one intervention, and then implement the intervention(s) through the women-led CFUG.

The stories in this report illustrate the invaluable contributions being made by community members, pioneering government personnel and others who are actively participating in forest management – leading to improved livelihoods, and more equity and a fairer share of benefits. The stories highlight the challenges faced and opportunities created by people in Cambodia, Indonesia, Lao PDR, Myanmar, Nepal, Thailand and Viet Nam who are promoting community forestry.

This guide is for forestry practitioners from local communities, governments, the private sector, civil society and academia in Southeast Asia. It explains the fundamentals of forest landscape restoration (FLR) and serves as a starting point for future exploration and design of FLR initiatives. 

This publication serves as a resource for community level facilitators to provide explanations about the basics of climate change and the role of forests. It aims to raise the awareness of grassroots stakeholders for Reducing Emissions from Deforestation and Forest Degradation (REDD+). We have selected the following questions because they are frequently asked by grassroots communities, and local level facilitators should be able to answer them in the simplest way in order to deliver a consistent message throughout the project areas and countries. The questions are as follows: 

Climate change-induced agriculture failures will increase the reliance of rural communities on forest resources to make ends meet, particularly for communities with the least household assets. Women in rural communities will be especially impacted by climate change, as traditionally, they are responsible for ensuring household food security and collecting food from the forest.

Considerable debate has developed in recent years over the potential of Reducing Emissions from Deforestation and Forest Degradation (REDD+) to either rectify or exacerbate social inequities in tropical forest countries. Despite agreement on the importance of equity issues in REDD+, few studies have considered differences in equity and equitable outcomes as understood at national and local levels, and related contextspecific barriers that frustrate the achievement of equitable outcomes.
