Town and Country Planning (Amendment) Act (No. 51 of 2007).

This Act amends the Town and Country Planning Act by adding a new Part IVA on an agreement with the Crown on planning obligations by a person who applies to the Chief Town Planner for a planning permission to develop land. The Act also grants powers to the Minister to make rules relative to planning obligations and provides for appeal against decisions of the Minister.

This Ministerial Decree establishes the modalities of the organization and carrying out tenders (auction sale) of the plots of urban land and lease thereof for the purpose of housing construction. Seller of the aforesaid plots of urban land or of the right of purchase thereof shall be a state body of local self-government. Trade of the plots of land pertaining to the federal property and the right of lease thereof shall be authorized by the Government of the Russian Federation.

These Regulations define procedures for the environmental impact assessment of projects for the construction or improvement of roads. For this purpose they amend the Roads (Northern Ireland) Order 1993. The Regulations, among other things, define for Northern Ireland public hearing requirements of Article 3 of the Council Directive 85/337/EEC on the assessment of the effects of certain public and private projects on the environment.
