Recent demographic, social, economic and institutional changes have aggravated the food supplies and distribution problems of African cities, all of which will be doubling their current population in less than twenty years. Very few initiatives have been taken to improve the performance of food supply and distribution systems (FSDS) to cities and minimise the cost at which good quality food products reach the urban consumers' tables. Forest and landscape restoration is a key issue in the ongoing discussions at the Paris Climate Change Conference, convened to broker a game-changing agreement on climate change. On a planet where the mark of human activity is almost ubiquitous, restoration is by necessity a concept that has to take into account human well-being and ongoing change. By setting out principles and internationally accepted standards for responsible practice and associated technical guidance, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.

This thematic issue on land tenure and disaster risk management (DRM) stems from the recent work done at FAO on normative aspects of land tenure governance that address natural disasters through the DRM framework. The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security provide, among other issues, guidance on improving tenure governance and strengthening tenure security of vulnerable people in line with the DRM framework.

This publication presents guidelines originally published in 1985 as FAO Investment Technical Paper No. 1 and revised in 1995 as Technical Paper No. 7. This 2005 web PDF version generally follows the 1995 print edition, but includes several updated sections. These guidelines have been prepared to help in the design of agricultural investment projects in developing countries.
