Land Tenure Working Paper 19. The present paper is written as part of the overall Voluntary Guidelines consultation and development process and is a contribution to the subsequent preparation of the Gender Technical Guide. It contextualises and defines gender for the Voluntary Guidelines, discusses what governance of tenure means from a gender perspective and identifies and analyses key issues and themes. It then summarises recommendations relevant to gender before drawing some conclusions for the development process of the Voluntary Guidelines.

Second issue of the Journal, which is now published in both hardcopy and in electronic formats and provides an open, impartial and practice-oriented global forum for promoting the latest knowledge in land tenure. This issue features five continents and subcontinents exploring common challenges including tenure governance, the legal recognition of customary tenures, land scarcity and redistributive reforms, and the increasing role of information technology in tenure systems.

Extensive grazing is the predominant form of land use on at least a quarter of the world’s land surface, in which livestock are raised on food that comes mainly from rangelands. Extensive grazing differs from crop or forestry production, in which the produce remains in situ whilst growing. Evaluation for extensive grazing, unlike that for cropping or forestry, must take into account the production of both grazing forage, termed primary production, and the livestock that feed on this forage, termed secondary production.

Las acciones para reducir las emisiones y eliminar GEI en el sector de la agricultura, la silvicultura y otros usos de la tierra (AFOLU) ofrecen valiosas oportunidades sobre las que fundamentar y aumentar las sinergias con actividades relacionadas con la intensificación sostenible, la mejora de la eficiencia, la adaptación al cambio climático, la seguridad alimentaria y el desarrollo rural (Módulo 1).

The Food and Agriculture Organization of the United Nations (FAO) and several development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, civil society, the private sector, academic and research institutions, donors and development specialists on the responsible governance of tenure.

Concentration of land ownership, lack of access, insecurity of tenure and lack of efficiency and transparency in land administration services, are among the obstacles towards responsible governance of tenure of land and other natural resources in Latin America. These issues have been the subject of discussions and policy recommendations during many international forums, such as the International Conference on Agrarian Reform and Rural Development (ICARRD) held in Porto Alegre, Brazil, in March 2006.

Land Tenure Working Paper 16 Governance of Land Tenure Eastern Europe and Commonwealth of Independent States (CIS) looks at the land governance situation in the region. It has been prepared to provide a base for discussion for the regional consultation meetings on the FAO Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources. The objective of the study is to evaluate the current land governance situation in the region and to identify main achievements as well as remaining challenges.

Land Tenure Working Paper 17. This publication identifies and assesses issues related to land governance and provides examples of good governance in the Caribbean subregion. This working paper was done in light of FAO’s Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources.

La publicación de este número de Unasylva coincide con dos importantes acontecimientos para el sector forestal. Las 196 Partes en la Convención Marco de las Naciones Unidas sobre el Cambio Climático acaban de reunirse en París en la Conferencia sobre el Cambio Climático para negociar un importante acuerdo sobre el clima. También, en París, el Foro Mundial de Paisajes 2015 es sede de debates de alto nivel sobre investigación y políticas relativas al uso de la tierra. La restauración de bosques y paisajes es una pieza clave de este rompecabezas.
