The purpose of this Regulation is to improve land management and to guarantee the sustainable development of land.Land survey shall be aimed at ascertaining the land resources and utilization conditions, obtaining authentic and accurate basic land data, providing the basis for scientific planning, reasonable utilization and effective protection of land resources, etc.According to the Regulation, a nationwide land survey will be launched every 10 years and a land change survey will be conducted annually.

La présente loi crée un Comité Local de Développement pour chaque District (ensemble plusieurs Communes). This Regional Law shall have as its purpose ensuring the right of citizens to favorable environment, thus ensuring favorable conditions for vital activity of citizens, and delimits plenary powers between city state bodies, local government and municipal units in the sphere of improvement of natural environment. Improvement of natural environment shall be intended a series of arrangements related to land-use planning within urban areas in accordance with land-use planning scheme.

These Regulations are primarily concerned with the organization of Government's responses to the threat and the occurrence of floods. The Government flood control administration is based on a system of flood control headquarters established at national and local levels, and at the level of designated major river basins such as those of the Yangtze and the Huang rivers (arts. 6 and 7). Flood control plans are to be drawn up by such Headquarters centres and by all other agencies and enterprises with flood fighting responsibilities (arts. 11 and 12).

This Act, consisting of 29 sections and completed by three Schedules, approves an Agreement, subject to ratification by the Parliaments of the States of New South Wales and Queensland. It establishes that each of the contracting parties provide for the enforcement of this Agreement and any Acts ratifying the borders of the above mentioned States.

This Decree establishes the modalities of keeping State forest register, State land-use planning register, State register of waste disposal sites and State cartographic and mapping register. State forest register shall be the system of constantly updated reliable information on forests, legal status thereof, quantitative and qualitative characteristics of forests and economic assessment thereof. State land-use planning register shall be the system of constantly updated reliable information on territory, development and engineering, transport and social infrastructure.

La présente loi fixe les règles de mise en conformité des constructions et de leur achèvement. Il est ainsi stipulé, dans l’article 23 de la loi, que les propriétaires des constructions non achevées et les maîtres d’ouvrage ou tout intervenant habilité, sont tenus d’achever leurs constructions dans les conditions et les délais fixés par la loi.
