The Action Plan of Combating Erosion is a national plan with a sectoral approach. The timeframe of the Action Plan is 5 years between 2013 and 2017.

It specifies the "Procedures for Soil and Groundwater Quality Protection", the revision of the "Procedure for the Management of Contaminated Areas" and establishing the "Guidelines for Management of Contaminated Areas in the Environmental Licensing Areas".

The Act introduces a new system of marine management. The Act includes provision changing the system for licensing the carrying on of activities in the marine environment.
