This Decision of Directorate approves the three Annexes providing for new procedures for soil and groundwater protection and establishes guidelines for the management of contaminated areas and potentially pollutant infrastructures. It specifies the "Procedures for Soil and Groundwater Quality Protection", the revision of the "Procedure for the Management of Contaminated Areas" and establishing the "Guidelines for Management of Contaminated Areas in the Environmental Licensing Areas".

The Act introduces a new system of marine management. The Act includes provision changing the system for licensing the carrying on of activities in the marine environment. It also provides for the designation of conservation zones. It changes the way marine fisheries are managed at a national and a local level and modifies the way licensing, conservation and fisheries rules are enforced. It allows for designation of an Exclusive Economic Zone for the UK, and for the creation of a Welsh Zone in the sea adjacent to Wales.

This Order amends the Town and Country Planning (General Permitted Development) (Scotland) Order 1992 with respect of classes of development to which permitted development rights apply. It provides permitted development rights for the installation of free standing wind turbines and air source heat pumps on or within the curtilage of a dwellinghouse and building containing flats, subject to certain limitations and conditions. Development is not permitted by this class in the case of land within a conservation area or a World Heritage Site.

This Decree establishes the modalities of allotment of plots of land for urban construction and other non-agricultural purposes to natural and legal persons in accordance with land-use planning schemes. The scope shall be to ensure protection and conservation of objects of cultural heritage located in areas subject to land-use planning provisions. The provisions must ensure specific purposeful land tenure and compliance with legal rights and interests of the applicants.
