Territorial planning is described as a process and procedure of land use planning in article 2. The objectives of territorial planning are outlined in article 3. Articles 4 to 20 concern territorial planning at national, county, and municipal level. Planning shall be: general or "master" (arts. 5-10); special (arts. 1-14), or; detailed (arts. 15-20). There shall be master plans for each of the specified territorial subdivisions. Master planning shall establish priorities, objectives and strategies for the territory in question.

The Urban Land (Ceiling and Regulation) Act, 1976 is hereby repealed. The repeal of this Act shall not affect: (a) the vesting of any vacant land under sub-section (3) of section 10, possession of which has been taken over by the State Government or any person duly authorized by the State Government in this behalf or by the competent authority; (b) the validity of specified orders, and ; (c) any payment made to the State Government as a condition for granting exemption under sub-section (1) of section 20.

This Law shall regulate protection and state management of protection of immovable cultural properties, located within the territory and territorial waters of the Republic of Lithuania, and according to right of ownership, belonging to the state, local governments, religious organizations and other legal and natural persons. Immovable cultural property means structures of cultural and public significance, their parts and groups, complexes, clusters and sites, which shall be registered according to the procedure prescribed by this Law.

La presente Ley dicta normas sobre planes de desarrollo municipal, compraventa y expropiación de bienes y otras disposiciones. Entiende por espacio público el conjunto de inmuebles públicos y los elementos arquitectónicos y naturales de los inmuebles privados, destinados por su naturaleza, por su uso o afectación, a la satisfacción de necesidades urbanas colectivas que trascienden, por tanto, los límites de los intereses individuales de los habitantes.

This Order concerns the implementation of comprehensive land use plans by local authorities in accordance with criteria and standards of the Housing and Land Use Regulatory Board (HLRB), who shall review, evaluate and approve land use plans. Procedures are outlined for cities and municipalities, and provinces. Land use plans shall be formulated on municipal level by Policy Recommending Bodies. Provincial Land Use Committees shall approve plans of cities and other municipalities. The Regional Land Use Committee shall approve the plans of provinces. (6 sections)

This Law refers to a strategy on tourism development which is to be proposed by the Ministry of Tourism and approved by the Council of Ministers. On the basis of the strategy, urban planning studies are to be carried out for the identification of zones to be promoted for tourism.A Tourism Development Committee made up of representatives of various ministries may approve applications for activities to be promoted.

The Prime Minister directs the General Director of Land Administration and the presidents of the People's Committees of local entities to implement the Prime Minister's Directive No. 10/1998/CT-TTg in order to step up the granting of land-use certificates and to complete this by the end of 2000. The Directive also contains some rules relative recognition of title, exemption from fees, use of local funds, granting of temporary certificates in urban areas, and payment of levies and taxes.
