Sahar Jallad a Land Administration Specialist/ Management and Finance Lecturer / Civic Engagement Trainer and facilitator. Holding a master’s degree in business administration with an Area of concentration in Finance and Accounting from Maastricht School of Management (MSM), Netherlands.
Recently had been certified in “Land Governance for Development” from the Utrecht/ Landac Summer School program, Netherlands 2020, and Certified ANTI-CORRUPTION MANAGER (CACM) from the American Anti-Corruption Institute in March 2021
Currently, Faculty Member / Business and Economics Faculty / Birzeit University- “Lecturer in Engineering Project Management and National Director for the Real Property Valuation Project being implemented in Palestine through AAM.
Before that Sahar served as Projects Director for the International funded Land administration Projects in Palestine and Advisor to the Palestinian Land Authority. Had led, formulated, and managed the Land Administration and Registration Projects in Palestine over 11 years; including the land policy formulation process 2007/2008; launching the systematic registration process 2008; revising and finalizing the systematic registration manual of procedures 2009, The preparation of the project implementation manual for the 2nd land administration project with all its aspects; technical, financial, legal and safeguards measures 2011-2012 and Co-writer of “The Status of Land tenure, Planning and Management in the West Bank and Gaza Strip - FAO – 2015”.
During my work in managing and implementing the land administration projects, adopted a participatory approach process, self-researched and studied all the land-related issues; revised legislations, tenure laws and bylaws, best practices, strategies, and policies, incorporated the FAO voluntary guidelines responsible for the land tenure and governance, and mainstreamed the gender, social safeguard, and environmental aspects in the land projects and programs.

Good Land Governance is a governance system that aims to protect the property rights of individuals and enterprises based on following good governance principles like accountability, transparency, the rule of law, effectiveness, efficiency, equality and public participation (Espinoza et al, 2016; Zakout et al., 2006). The line of criticism applied to notions of Good Land Administration or Good Land Governance is their vague and rather declarative character.
