This Law establishes the purpose, obligations and legal grounds regarding the registration of immovable property and related transactions. The following rights to immovable property shall be subject to state registration: (a) ownership; (b) economic management; (c) operating management; (d) land tenure of at least one year; and (e) servitude for a period of no less than one year. The following pre-emptive rights shall not require mandatory state registration: (a) land tenure for a period less than one year; and (b) servitude for a period less than one year. The Act consists of seven sections as follows: (1) general provisions; (2) legal register; (3) state technical inspection of edifices, constructions and elements thereof; (4) state registration of immovable property and related transactions; (5) state registration of certain rights; (6) systematic recording in legal registers; and (7) dispute settlement and final provisions.
