Job Opportunity: Land Tenure Officer
The Regional Office for RLC is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. FAO RLC also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. FAO RLC develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

Reporting Lines
The Land Tenure Officer (Natural Resources) reports to the Strategic Programme Lead for Sustainable Food and Agriculture, in FAO RLC Office, responsible for increasing productivity and enhancing sustainability of agriculture forestry and fishery sectors and works also under the technical supervision of the senior policy officer on land issues. The Land Tenure and Natural Resources Officer contributes to relevant teams to reduce rural poverty, enhance sustainability of production and increase the resilience of livelihoods to threats and crises in Latin America and the Caribbean in dialogue and coordination with subregional offices and contributing to the Regional Initiatives.

Key Functions
• Researches and analyzes technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;
• Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;
• Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field project design and implementation at country sub-regional and regional levels;
• Collaborates in the development of improved/updated tools, systems, processes, and databases related to governance of tenure,
• Participates on multi-disciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;
• Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Supports resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions
• Provides advice to country offices on the relevance of governance and tenure issues to achieve Agenda 2030, with emphasis on SDGs 1, 2, 5, 14 and 15.
• Serves as the FAO regional focal point for all matters related to tenure of land, water, fisheries and forests, access to resources and responsible governance of tenure, with attention to issues regarding indigenous peoples and contributes to the provision of strategic policy and technical advice in these areas to FAO member countries in the region;
• Provides advice on regional perspective and priorities in support to FAO's periodic planning and programming exercises and the development of FAO's strategic framework, and contributes to the implementation of the Regular Programme in the field of responsible governance of land and natural resources tenure;
• Supports country-level actions guided by FAO's Country Programming Frameworks (CPFs), subregional and regional priority frameworks, regional initiatives and higher-level strategic frameworks of the Organization in order to transform FAO's knowledge products into country-level results and impacts;
• Contributes to FAO's multidisciplinary teams in the development of an integrated and coherent approach to land and natural resources tenure, drawing on the corporate approaches and frameworks such as the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, FAO policy on indigenous and tribal peoples, FAO Climate Change Strategy, FAO Extreme Poverty Framework, UN Decade of Family Farming Action Plan as well as negotiated territorial development approaches and liaises with relevant units in RLC, HQs and decentralized offices;
• Reviews, analyses and shares information about policies and institutional contexts that support responsible governance of land and natural resources tenure, access to resources by vulnerable populations with specific attention to indigenous peoples, afro-descendants and family farmers in the region, including lessons learnt, and develops a data base on these policies and their impact;
• Provides contributions on land and natural resources management and the responsible governance of tenure to agricultural, economic and social development policies, programmes and activities in collaboration with other agencies and donors acting in the region and at country level.
• Provides technical and policy support to countries to improve governance of tenure at various scales and decision making levels (from parcel to farm, territory and administrative unit -municipal, regional, national) including access and user rights to land and other natural resources, participatory negotiation processes and conflict resolution.
• Provides advice and links to specialist expertise for coherency in the application of various land administration tools (topographic surveys, geospatial analysis, land cadastres and, registries, land valuation, etc.).

Minimum Requirements
• Advanced university degree in land administration and natural resources management, environment, governance of tenure, social sciences, land law, agriculture, forestry and fisheries or a related field.
• Five years of relevant experience in land and natural resources tenure and access to resources and related activities, including processes and tools for responsible governance of tenure.
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

• Relevant work experience in more than one location or area of work, particularly in field positions is desirable

• Depth of knowledge in relevant responsible governance of tenure approaches and tools at different levels of decision-making for improved land administration and sustainable land planning and management
• Demonstrated ability to analyze complex governance and tenure systems from a strategic and technical point of view.
• Demonstrated competency in establishing and maintaining partnerships and raising funds, and working with inter-governmental bodies and multi-disciplinary teams.
• Working knowledge of Spanish and English is considered a strong asset
