The Municipal Barometer is an initiative of the South African Local Government Association (SALGA), in partnership with the Centre for Municipal Research and Advice (CMRA), the Development Bank of Southern Africa (DBSA), the South African Cities Network (SACN), Statistics South Africa (StatsSA), and the Municipal Demarcation Board (MDB). The founding statement of the Municipal Barometer notes that it was primarily established due to the limited availability of local-level data. The portal was created to address several challenges, including the limited availability of local-level data, restricted access to currently available data, the fragmentation and lack of coordination among various institutions providing data, and the high costs that municipalities incur to obtain data. However, the Municipal Barometer is currently unavailable as it is being redesigned after its initial form proved unsuccessful. This resource is particularly relevant to land governance as it aims to provide comprehensive and accessible data at the local level, which is crucial for informed decision-making and policy development.
