A surge in land grabbing over the past decade has seen millions of people displaced from their homes and farmland, often violently, and pushed deeper into poverty. As demand for food, fuel and commodities increases pressure on land, companies are all too often striking deals with corrupt state officials without the consent of the people who live on it. Until now, there has been little analysis of the role that corruption plays in the transfer of land and natural resources from local communities to political and business elites.

El enfoque SIAL surge a finales de la década de 1990 cuando un grupo de investigadores de instituciones francesas, como el CIRAD (Centre de Coopération Internationale en Recherche Agronomique pour le Développement) y el INRA (Institut National de la Recherche Agronomique).

 Uruguay ha sido, hasta no hace mucho tiempo, un país esencialmente ganadero. Desde el siglo XVII, cuando se introdujeron las primeras cabezas de vacunos,  hasta la fecha, el cuero, luego el tasajo, y más tarde la carne y la lana han sido el soporte de la economía del país, modelando el desarrollo de una sociedad que depende sustancialmente de las exportaciones de origen agropecuario.

El mundo se ve distinto desde Charagua. Recibí al año 2010 en esta localidad del Chaco Boliviano, que acaba de  ganar por referéndum su reconocimiento como municipio indígena,  aunque realmente es intercultural,  debido a una presencia importante de población guaraní, criolla, mestiza, menonita, quechua y aymara. Gran parte de sus habitantes se dedica a actividades agropecuarias como principal fuente de ingresos.

Large-scale land acquisitions by investors, which are often called ‘land grabs’ (see next section for de nition), can deprive rural women and communities of their livelihoods and land, increasing their food insecurity. This report argues that the current rise in land grabbing needs to be urgently addressed, and focuses
on the actions that developing countries can take to mitigate land grabs through strengthening national land governance so that it is transparent, is accountable and protects communities’ rights.

Secure access to productive land is critical to poverty, acknowledging the complexity and
dynamics of evolving rural realities; (b) identify
the major implications of that relationship for
IFAD’s strategy and programme development
and implementation; (c) articulate guiding
principles for mainstreaming land issues in
the Fund’s main operational instruments and
processes; and (d) provide the framework for
the subsequent development of operational
guidelines and decision tools.
In this policy, land refers to farmland,

ILC initiated the Framing the Debate series in response to the clear need to facilitate a deeper understanding of the key topics at the centre of current land governance debates.

This issue brief is an abridged version of the VGGT discussion paper, “The Voluntary Guidelines on the Governance of Tenure of Land, Fisheries, and Forests in the context of National Food Security (VGGT) and the Proposed National Land Use and Management Act (NLUA)” that analyzes to what extent the salient principles and recommendations of the VGGT are substantially reflected in the National Land Use Act/NLUA (House Bill 108). 

This paper examines Philippine policies on land and resource tenure as embodied in the 1987 Constitution and ten major laws on tenure, and then analyzes these policies in comparison to the Voluntary Guidelines, in order to identify areas of policy convergence, divergence and gaps.
