It focuses on the policy making behind land policies, and provides a detailed review of the villagisation exercise, plus case studies on the 1983 Agricultural Policy and the 1995 National Land Policy.

WASHINGTON, July 22, 2013—Africa is home to nearly half of the world’s usable uncultivated land, some 202 million hectares that can be brought under the plow. Yet it has the highest poverty rate in the world. The continent’s poor development record suggests it has not leveraged its abundant agricultural land and natural resources to generate shared and sustained growth.

Scaling-Up Progress

During 2012, a key choice facing developing countries revealed itself ever more starkly. Would they choose a development path built on inclusiveness, respect for the rights of their citizens, and the rule of law? Or would they seek a short-cut to development and opt to hand over community land and natural resources to international investors and national elites? Would they turn their rural citizens from landowners into landless laborers?

This document, developed by the Sustainable Rangeland Management Project (SRMP), seeks to
suggest improvements to the VLUP process in order to better contribute to sustainable rangeland
management. It brings together experience from different organisations and government
departments working on VLUP in rangelands areas of Tanzania, as well as relevant lessons
from other contexts.
