This is a special edition of a Wageningen University Working Papers in Evolutionary Governance Theory (EGT). EGT offers a new perspective on the way markets, institutions and societies evolve together. It can be of use to anyone interested in market and public sector reform, development, public administration, politics and law. Theoretically, the approach draws on a wide array of sources: institutional & development economics, systems theories, post- structuralism, actor- network theories, discourse theory, planning theory and legal studies.

Deze beleids- en wetsevaluatie van de landinrichtingsregels uit de Wet inrichting landelijk gebied toont dat inzet van het landinrichtingsinstrumentarium voor doorzettingsmacht zorgt bij de aanpak van meervoudige inrichtingsopgaven in het landelijk gebied. Doorzettingsmacht alleen is hiervoor echter niet voldoende. Om succes te hebben moeten gebiedspartijen ervan overtuigd zijn dat landinrichting nodig is en zich mede-eigenaar voelen van het proces.

This paper examines approaches to self or custom-build in the Netherlands and the UK to offer comparative insights into self- and custom-built housing contexts and cultures, and specifically, the relationships with local and strategic planning arrangements. The paper reviews arguments for self-build as a means to address housing shortages and examines the evidence of completions in practice. It positions the discussion in light of arguments that self-build can become a mainstream source of housing provision.

Duurzame energie is direct verbonden aan een bepaalde locatie. Deze locatie wordt beïnvloed door vele uiteenlopende ruimtelijke en natuurlijke aspecten. We kunnen daarom vaststellen dat duurzame energie afhankelijk is van de ruimtelijke organisatie van een betreffende locatie. In dit verslag wil de leerstoelgroep landgebruiksplanning van Wageningen Universiteit een bijdrage leveren aan het KIGO-project door een planproces te beschrijven voor het ontwikkelen van een energielandschap.

Ecosystem accounting is a new area of environmental economic accounting that aims to measure ecosystem services in a way that is in line with national accounts. The key characteristics of ecosystem accounting include the extension of the valuation boundary of the System of National Accounts, allowing the inclusion of a broader set of ecosystem services types such regulating services and cultural services. Consistent with the principles of national account, ecosystem accounting focuses on assessment of the contribution of ecosystem in generating benefits for human well-being.

Het onderzoek richt zich op de technische, juridische en maatschappelijke haalbaarheid van waterberging op een natuurgras sportveld.

De urgentie om op een doordachte manier met ruimte om te gaan is groot. Want de wereld verandert razendsnel. Daarom is het zaak dat de verschillende ruimtelijke entiteiten, zoals wonen, bedrijvigheid, natuur en water, die van belang zijn voor deze maatschappelijke standaarden, op een zo goed mogelijke manier met elkaar in verbinding zijn. Productieve interactie! Vraag is of het huidige planningsinstrumentarium toereikend is om deze urgenties aan te pakken en zo innovatieve ruimtelijke ontwikkelingen tot stand te brengen.

InnovatieNetwerk heeft in samenwerking met partijen uit de samenleving het concept ‘Tijdelijke Natuur’ ontwikkeld. Dit heeft ertoe geleid dat tot op heden dertig grondeigenaren op 2.000 ha tijdelijke natuur hebben laten ontstaan. Het concept houdt in dat op gronden die wachten op realisatie van bestemmingen zoals bedrijvigheid of wonen, natuur voor een beperkt aantal jaren een kans krijgt zich te ontwikkelen. Dit levert winst op voor mens én natuur.

De mariene systemen en de kustzones worden steeds intensiever gebruikt voor verschillende functies. Hierdoor ontstaan nieuwe 'competing claims' op deze ruimte. Deze variëren van claims van natuur en biodiversiteit (zee-reservaten), vanuit de economie (visreservaten voor de visserij) tot het ontwikkelen van zones voor windmolens, boorplatforms, zandwinning, scheepvaart etc. Dit rapport geeft een beschrijving van een relatief nieuw fenomeen dat in opkomst is: Multifunctionele Platforms op Zee waarop maritieme activiteiten met elkaar zijn geclusterd op zee.

In the context of Knowledge for Climate programme, an expert pool was requested from Theme 6 (high quality climate projections) to provide data and information to study the future impacts of climate change on the agricultural land-use patterns in the Netherlands. More specifically, a number of questions were posed in regard to: 1) representing and explaining the spatial distribution of different types of farming; and 2) simulating with Land Use Scanner the future developments of agricultural land-use while taking into account effects of climate change and changes in (agricultural) policy.

Eind dit jaar zal de definitieve versie van de Beleidsnota Noordzee 2016-2021 worden vastgesteld. Ook op de Noordzee geldt inmiddels het uitgangspunt van meervoudig ruimtegebruik. Dat wil dan zeggen dat er zoveel mogelijk naar functiecombinaties wordt gestreefd. De nota introduceert daartoe een afwegingskader van vijf toetsen. Juridisch klopt zoiets niet: het is als het ronde vierkant of de vierkante cirkel, want weging is totaal wat anders dan toetsing en sluiten elkaar rechtsdogmatisch uit
