The Act concerns the proper use of agricultural land, the establishment of the Land Development and Utilisation Commission as a control organ, and powers to enforce rules regarding the use of land.The Act consists of 23 sections divided into 4 Parts: Preliminary (I); Development and utilisation of land (II); Land Development and Utilisation Commission (III); General provisions (IV).The Land Development and Utilisation Commission, established under section 11, may with approval of the Minister responsible for agriculture, designate agricultural land under section 3.

This Act makes provision with respect to planning of development of land in Guyana. The Act consists of 46 sections divided into 6 Parts: Preliminary (I); Preparation and approval of Schemes (II); Interim development of land (III); Contents and effects of Schemes (IV); Compensation and betterment (V); Miscellaneous (VI).The duty of carrying out of provisions of this Act, including the execution and enforcement of town planning schemes, regional schemes and supplementary schemes, shall be vested in the Central Housing and Planning Authority established under the Housing Act (sect. 3).

Regional Act No. 23 on territorial protection, management and use

It is hereby laid down the regional legislative framework in matter of territorial use, management and planning. The overall objective pursued is sustainable development in the management of the regional territory. The Act applies both to the Natural and Environmental System (SNA) of the Region and to urban settlements. The objectives of the regional territorial policy shall be defined in the Regional Structural Framework (QSR) as per article 12. Further programmes shall be adopted by the Provinces and the Communes as regards local level.

Le susdit arrêté porte la réglementation relative à l’exécution de l'article 37, alinéa 2, de la loi du 29 mars 1962 organique de l'aménagement du territoire et de l'urbanisme. Ce dernier article a trait à l’indemnité à charge, suivant le cas, de l'Etat, de l'association intercommunale ou de la commune lorsque l'interdiction de bâtir ou de lotir résultant d'un plan revêtu de la force obligatoire met fin à l'usage auquel un bien est affecté ou normalement destiné. A ce propos l’article 1er de l’arrêté précité établit que les parties peuvent, chacune à ses frais, faire appel.

Regional Act No. 56 on land use and preservation.

The Act lays down provisions concerning regional planning activities as regards soil protection, control of land use and interventions for the conservation and transformation of soil. The provisions cover both agricultural and urban land. As regards agricultural land, the aims pursued are the safeguarding and improvement of the natural heritage as well as the rational and sustainable exploitation of natural resources. The Regions shall be responsible for planning in conjunction with the Communes and Mountain Communities.

Regional Act No. 24 on territorial environmental plans

The Regional Territorial Environmental Plan shall be composed of the various Territorial Environmental Plans of “Large Areas” (Chapter II), which shall cover elements of a naturalistic interest (biological and physical) as well as elements regarding agricultural production. Article 4 defines the content of the above-mentioned plans, whereas Chapter III deals with the drafting, approval and legal effect of the plans.

Subsection (2) of section 13 is renewed. It provides for the publication of a permission to carry out development. The new section 15 concerns appeals by persons aggrieved by a permission to carry out development. Objections may be lodged with the planning authority. Appeal against the decisions of the authority may be had with the British Resident.

La susdite ordonnance porte la réglementation relative à l’organique de la planification et de l’urbanisme. L’article 2 établit que le développement de la Région de Bruxelles-Capitale, en ce compris l'aménagement de son territoire, est fixé par les plans régionaux et communaux énuméré dans cet article. Dans l'élaboration desdits plans et lors de la délivrance des permis et certificats, les autorités administratives s'efforcent de concilier le progrès social et économique et la qualité de la vie en garantissant aux habitants de la Région le respect d'un aménagement harmonieux.

The Act is formulated in order to improve the living environment for the inhabitant, and to promote a planned and equal development between cities, towns and the rural area. The Ministry of Internal Affair is authorized to deal with urban planning. The Act consists of 87 articles and divided into 8 Chapters. Article 7 defines the terminologies such as general planning, specific planning, priority developing area, etc. Chapter 2 provides for the contents of urban plan, the procedure of amending a plan, procedures of promulgation and implementation.
