The amendments made by this Order to article 23 of the 1995 Order (procedure for commencing an appeal) give to the National Assembly for Wales an express discretion to treat notice of appeal as not having been given within the relevant time limit if the documents which are required to be served together with the necessary form are not provided within that time limit (art. 4).

The Premier decrees that Federal Agency of Cadastre of Immovables is federal executive body authorized to carry out functions regarding rendering state services, management of state property and law enforcement functions in the sphere of land survey, state cadastre valuation of land and state monitoring of land. This Regional Law regulates land tenure and land protection. It establishes minimum and maximum area of agricultural land that can be allotted to citizens out of the stock of public and municipal land: (a) for peasant farms – from 0.04 ha to 0.50 ha; (b) for gardening - from 0.04 ha to 0.50 ha; (c) for horticulture - from 0.04 ha to 0.50 ha; (d) for stockbreeding - from 0.04 ha to 30 ha; and (e) for construction of suburban cottages - from 0.04 ha to 0.50 ha.
