This Act creates the Fund for Lands and Agricultural Reform - 'Banco da Terra' aimed to give financial assistance in order to enforce rural programmes. It consists of 14 articles specifying the requirements to be satisfied in order to obtain these incentives for agricultural development. Beneficiaries of this financial assistance programme are: farmers non-owners (working under concession, leasing, etc. for more than 5 years in agro-zootechnics); owners of agricultural lands for family sustenance (according to article 4 of Law No. 4.504 of 30 November 1964).

This Law regulates the particulars of the privatisation of the property of state agricultural enterprises and is aimed at overcoming of the monopoly in the production of the agricultural commodities by creating various form of property and management, by creating the conditions for the transition to market economy in agriculture, by promoting free competition among producers, by stimulating free enterprise for the purpose of increasing the efficiency of agricultural production and the improvement of the delivery of foodstuffs and industrial raw materials to the population.

The Supreme Soviet (Parliament) decrees to carry into force the Law on the particulars of the privatisation of the property of state agricultural enterprises from the 1 February 1992. The Supreme Soviet entitles the Government to examine the possibility of transfer free-of-charge of the property of some state agricultural enterprises to their work collectives.

These Regulations are formulated in order to execute the national primary policy of the rational utilization of land and protecting the farmland, carry out the restriction of land use, to control the total amount of land use for construction. Conversion of land from agriculture use to construction use is strictly controlled. The province shall implement a registration system in accordance with the Law. The local government shall compile the comprehensive land use plans.

Les dispositions de cette loi s'appliquent aux terres situées dans le périmètre d'irrigation de la mise en valeur de la basse vallée de la Medjerma. Tout propriétaire de terrain agricole ou irrigable, possédant plus de 2 hectares, est débiteur envers l'Etat d'une contribution aux investissements publics effectués pour permettre l'irrigation. La superficie de toute parcelle appartenant à un même propriétaire ne peut excéder 50 hectares de terres irrigables. Les propriétaires sont tenus de mettre en valeur les terrains par la pratique constante et régulière de cultures irriguées.

Ce décret porte création d'un périmètre public irrigué à Sidi-Shill - Sidi Ali J'Bini. Il fixe à 60 ha la limite de la superficie totale des parcelles appartenant à un même propriétaire. La contribution aux investissememnts publics effectués dans ce périmètre est fixée à 600 dinars par hectare irrigable. Le périmètre est classé dans les zones d'interdictions prévues par l'article 4 de la loi nº 83-87 relative à la protection des terres agricoles.

This Act regulates ownership of farmlands. Section 2 provides that any of the following may, directly or indirectly, take, acquire, receive or hold an interest in farmland being; (b) a family farm corporation; (c) a municipality; (d) a local government district; and (e) an agency of government. Section 6 provides for the continuation of the Manitoba Farm Lands Ownership board. Section 8 deals with the powers of the Board.

This Act is divided up into three Parts as follows: Part I outlines provisions implementing acts of the parliament of Canada; Part II deals with control of tillage and Part III contains general provisions. Section 2 authorises the municipality to do any act contemplated or required to be done to secure the rehabilitation or development of any agricultural area within the municipality. A municipality is to develop within that area; systems; farm practice; tree culture; water supply; land utilization; and land settlement, that will afford greater economic security.

L'article 1er du 1er chapitre établit que la présente loi s'applique au bail: a) Des immeubles affectés à l'agriculture; b) Des entreprises agricoles; c) Des entreprises accessoires non agricoles mais formant une unité économique avec une entreprise agricole. Le texte comprend 61 articles divisés en 6 chapitres: Le contrat de bail à ferme agricole (2); Affermage par parcelles et affermage complémentaire (3); Fermage (4); Procédure et autorités (5); Dispositions pénales (6).

La susdite loi contient des dispositions sur: a. l'acquisition des entreprises et des immeubles agricoles; b. l'engagement des immeubles agricoles; c. le partage des entreprises agricoles et le morcellement des immeubles agricoles.

These measures propose to strengthen land administration, the protection of land rights, and to improve utilization of land in Shanxi. Chapter I provides for administration of land. The local government shall restrict conversion of land for agriculture to land for construction. Chapter 2 concerns ownership of land and land use rights. The Province shall implement a land registration system in accordance with the Law. Chapter 3 makes provision for comprehensive land utilization plans to be drawn up by local governments. Chapter 4 contains provisions for the protection of farmland.

This Act imposes the obligation to provide information on operations for persons who operate in agriculture and forestry and traders in commodities as defined in section 1. These persons shall provide information on means of production, farming, and use of land and use of energy as specified in section 2. The information is used for statistical purposes and for the Register of agricultural enterprises. An authority to be appointed by the Government shall collect the information. The State Agricultural Agency shall carry out control functions in the framework of this Act. (10 sections)
