Ce manuel est le complément du Guide déjà édité par la FAO en 1994, traitant de la planification et de la conception des marchés de gros (Bulletins des services agricoles, n° 90).

The Technical Guide on Pastoralism builds on a number of initiatives and studies from recent years that have shone a light on pastoral governance and land tenure: on the inherent challenges pastoralists face, the shortcomings of governments in securing pastoral tenure, and the emerging examples of success and progress from around the world. This Technical Guide provides solutions to securing pastoral governance and tenure without undermining the inherent, necessary complexity of customary arrangements.

Land Tenure Working Paper 8. This paper articulates the views and demands of marginalised groups regarding the tenure of land and other natural resources. It points out the importance of adopting human rights framework when developing Voluntary Guidelines. Such framework means addressing the unequal relationships of power and corruption within and behind prevailing land tenure structures. It makes the governance of tenure of land and other natural resources more accountable, transparent, democratic and participatory.

Ces directives volontaires ont pour objet d’apporter aux États des indications pratiques leur permettant d’assurer la concrétisation progressive du droit à une alimentation adéquate dans le contexte de la sécurité alimentaire nationale, en vue d’atteindre les objectifs établis dans le Plan d’action du Sommet mondial de l’alimentation. Les parties prenantes pourraient également bénéficier de ces indications pratiques.

Effective policy and legal advice requires a clear understanding of the gaps and discrepancies in the policies and legislation pertaining to gender and land. This paper introduces a Legal Assessment Tool (LAT) for gender-equitable land tenure, developed under the Gender and Land Rights Database (GLRD) of the Food and Agriculture Organization of the United Nations (FAO), for the purpose of providing prompt, targeted and effective policy and legal advice to countries working towards gender-equitable land tenure.

El presente documento de debate ha sido elaborado por la Unidad de Gestión y Tenencia de la Tierra de la FAO con el fin de obtener opiniones y comentarios acerca de las Directrices Voluntarias para la gobernanza responsable de la tenencia de la tierra y los recursos naturales. Una gobernanza frágil en la tenencia resulta en la pérdida de vida y de medios de subsistencia y disuade las inversiones, el crecimiento económico y el uso sostenible de los recursos naturales.

In this issue, we will be introducing the new Land tenure e-journal, which has just launched its first issue. This e-journal is dedicated to land-related issues, including land tenure. We will also learn about the recently issued report, the State of the World’s plant genetic resources for food and agriculture and we will introduce you to the new web site gearing up for the 2012 event marking the twentieth anniversary of the Earth Summit - FAO@Rio+20.

Vous trouverez dans ce numéro une série d’articles sur des thèmes très variés mais qui ont tous en commun la volonté d’améliorer les conditions de vie des populations rurales, en particulier en Afrique. Il est intéressant de noter que deux aspects ressortent avec force de cette variété thématique: la nutrition et le rôle des jeunes, deux aspects du développement qui sont aussi au coeur des activités de la FAO.
