Land Tenure Working Paper 8. This paper articulates the views and demands of marginalised groups regarding the tenure of land and other natural resources. It points out the importance of adopting human rights framework when developing Voluntary Guidelines. Such framework means addressing the unequal relationships of power and corruption within and behind prevailing land tenure structures. It makes the governance of tenure of land and other natural resources more accountable, transparent, democratic and participatory.

Desde sus orígenes, el desarrollo de la agricultura ha estado estrechamente ligado al trabajo de la mujer. Su contribución a la agricultura se remonta a más de 6 000 años, cuando se inició la domesticación de animales y plantas en los primeros asentamientos humanos. Con el paso del tiempo, con la división del trabajo y de responsabilidades tanto en el seno de la unidad familiar como en la comunidad, se asignaron a las mujeres las tareas y responsabilidades vinculadas a las actividades agrícolas y nutricionales.

Ces directives volontaires ont pour objet d’apporter aux États des indications pratiques leur permettant d’assurer la concrétisation progressive du droit à une alimentation adéquate dans le contexte de la sécurité alimentaire nationale, en vue d’atteindre les objectifs établis dans le Plan d’action du Sommet mondial de l’alimentation. Effective policy and legal advice requires a clear understanding of the gaps and discrepancies in the policies and legislation pertaining to gender and land. This paper introduces a Legal Assessment Tool (LAT) for gender-equitable land tenure, developed under the Gender and Land Rights Database (GLRD) of the Food and Agriculture Organization of the United Nations (FAO), for the purpose of providing prompt, targeted and effective policy and legal advice to countries working towards gender-equitable land tenure.

This thematic issue on land tenure and disaster risk management (DRM) stems from the recent work done at FAO on normative aspects of land tenure governance that address natural disasters through the DRM framework. The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security provide, among other issues, guidance on improving tenure governance and strengthening tenure security of vulnerable people in line with the DRM framework.

In this issue, we will be introducing the new Land tenure e-journal, which has just launched its first issue. This e-journal is dedicated to land-related issues, including land tenure. We will also learn about the recently issued report, the State of the World’s plant genetic resources for food and agriculture and we will introduce you to the new web site gearing up for the 2012 event marking the twentieth anniversary of the Earth Summit - FAO@Rio+20.
