These Regulations make provision for the declaration, administration and management of wildlife management areas and the establishment of Community Based Organizations for such administration and management. They also provide for non-consumptive and consumptive utilisation of resources of wildlife management areas, the resolution of disputes and management of conflicts in such areas and define offences.Any village intending to designate an area as a Wildlife Management Area shall first establish a Community Based Organization in the manner prescribed under the Trustees’ Incorporation Act. A Community Based Organisation established shall have a Constitution in the form prescribed in the First Schedule to these Regulations. An application for Authorized Association status by a Community Based Organization shall be made to the Director of Wildlife through the District Council. A Wildlife Management Area may be established in an area - (a) outside of core protected areas; (b) which is used by local community members; (c) within the village land. A Community Based Organization granted with an Authorized Association Status shall have the right to manage the Wildlife Management Area in accordance with these Regulations. Migratory routes and wildlife corridors adjacent to a Wildlife Management Area identified by the Director shall remain under the control of the Director. The Director shall monitor and evaluate the performance of Wildlife Management Areas. A Village Council shall have defined responsibilities in the management of Wildlife Management Areas. Also responsibilities of the District Council and Village Game Scouts are defined.A District Natural Resources Advisory Body shall be established in accordance with section 33(1) of the Act. The District Natural Resources Advisory Body shall, among other things, act as a forum of arbitration and resolution of conflicts and provide technical advice to Authorized Associations.Management shall be done in the interests of traditional communities and comply with the Land Use Plan, General Management Plans or Resource Management Zone plan, hunting quota issued by the Director, EIA, etc. The Land Use Plan shall be prepared by the Village Council in accordance with the Land Use Planning Act. An Authorized Association shall: prepare a General Management Plan in accordance with the procedure set out in the Sixth Schedule to these Regulations and a Resource Management Zone Plan shall be prepared in accordance with the Seventh Schedule; and undertake basic resource monitoring in accordance with the Eighth Schedule.Regulation of non-consumptive and consumptive utilisation of wildlife resources shall include hunting, live capture of animals, control of dangerous or harmful animals, tourism hunting, utilization of forest products, resources and fish resources. The Regulations also make provision with respect to mining in wildlife areas. Fish or Forests resources and products in Wildlife Management Areas shall be utilized in accordance with the relevant Acts, General Management Plans, Resource Zone Management Plans and other relevant laws and regulations and be controlled by Village Game Scouts with the assistance of fisheries or forestry officers.
