This Regional Law regulates the issues of allotment free of charge of public land plots pertaining to the regional or municipal public land stock in ownership to some categories of citizens. The following categories of citizens shall have the right of allotment free of charge of public land in ownership: (a) multi-child families (with three and more dependent children); (b) citizens that have lost the only residential facility they have owned as a result of natural disaster; (c) citizens awarded with the Order the Hero of the Soviet Union, Hero of the Russian Federation, Hero of Socialist Labour, Hero of Labour of the Russian Federation, Full Cavalier of the Order of Military Glory and Full Cavalier of the Order of Labour Glory. Plots of land shall be granted within the boundaries of municipal district of permanent residence. Plots of land can be allotted once-only for the following purposes: (a) individual housing construction; and (b) subsidiary small-holding and family farming.
