This Ministerial Decree establishes the modalities and terms for the elaboration of special ecological programmes for rehabilitation of radioactively contaminated land. Special ecological programmes shall be elaborated for the purpose of ensuring radiation safety of the population, radiation risk reduction and ecological improvement of the radioactively contaminated land through rehabilitation arrangements and recycling of radiation dangerous objects. Decision on the elaboration of special ecological programme shall be made by a federal executive body in the sphere of environmental protection, nuclear energy or by the regional executive bodies under which jurisdiction is located radioactively contaminated land. The elaboration period must not exceed one year. The project shall be composed of: (a) problem background and the necessity to resolve it by programme methods; (b) scope, targets and stages of realization of the programme; (c) arrangements, amount of financing and deadlines; (d) projected results and efficiency; (e) financing; and (f) mechanism of realization and modalities of control over the fulfilment thereof.
