The Government of the Russian Federation and the administration of the Irkutsk Region , for the purpose of conservation of historical and cultural heritage, have agreed as follows: 1) The present Agreement establishes delimitation of authority as regards management and conservation of the objects of historical and cultural heritage pertaining to state property. 2) To the administration of the Irkutsk Region is transferred part of plenary powers regarding management and conservation of the objects of historical and cultural heritage pertaining to state property situated on the territory of the Irkutsk Region except for those included in the list supplied in the Annex. 3) The Government of the Russian Federation carries out legal regulation as regards the issues of management and conservation of the objects of historical and cultural heritage of federal importance in conformity with federal and regional legislation, elaborates and carries out federal programs regarding conservation of the objects of historical and cultural heritage of federal importance, carries out other plenary powers in conformity with federal legislation and the present Agreement. 4) The Administration of the Irkutsk Region elaborates and carries out regional programs regarding conservation of the objects of historical and cultural heritage of regional importance, carries out legal regulation of the issues regarding management and conservation of the objects of historical and cultural heritage of regional and local importance, participates in elaboration and realization of federal programs regarding conservation of the objects of historical and cultural heritage situated on the territory of the Irkutsk Region, carries out control over the observation of federal legislation on protection of the objects of historical and cultural heritage and purposeful use of the finances destined for this purpose, carries out other plenary powers in accordance with federal and regional legislation.
