This Act regulates agreements of lease of real property used for agricultural or forestry purposes and other matters regarding the relationship between lessor and lessee. Section 1 defines the application sphere of the Act.

The purpose of this Regulation is to increase the quality of previously drained agricultural land by providing subsidies for drainage of poorly drained soils, with potential for the increase of agricultural production and to minimize erosion and runoff of nutrients into watercourses.
By this Decree, the rules were approved regarding permit for process engineering and agricultural activities in lands affected by landslide, flood, erosion, wind erosion, land subsidence, abrasion and volcanic mud as well as in wetlands.
This Decree aims at conservation and recovery of lands affected by radioactive and chemical contamination which pose a threat to human health and do not meet the sanitary requirements, by withdrawing them from economic circulation and transfer them to the State Reserve Fund for restoration.
