Woodland expansion on a significant scale is widely seen to be critical if governments are to achieve their net zero greenhouse gas ambitions. The United Kingdom government is committed to expanding tree cover from 13% to at least 17% in order to achieve net zero by 2050.

Agricultural development is facing two problems: insufficient grain production and low profit of farmers. There is a contradiction between the government’s goal of increasing production and the farmer’s goal of increasing profit.

Why do citizens’ decisions made because they favour the mitigation of climate change outnumber those made because they favour adaptation to its impacts? Using data collected in a survey of 338 citizens of Malmö, Sweden, we tested two hypotheses.
