Administrative Measures for planning of land used for construction planning of land used for construction projects.

These Measures are formulated in accordance with the Land Administration Law of the People’s Republic of China, aiming to implement planning management on lands used for construction projects. The Measures consists of 21 Articles divided into 5 chapters: General Provisions (I); Formulation and issuance of land use plan (II); Administration of land use planning (III); Supervision and inspection on land use planning (IV); Supplementary Provisions (V). 　The Measures provide for the procedures and requirements for the formulation and approval of land use plans for construction. The national plan of land use for construction shall be issued each year by the State, in which the farmland occupation indicator is a national mandatory indicator to be used as main basis of the evaluation of the cultivated land protection target responsibility system implementation.
