These Regulations aim to protect, construct and utilize rationally grasslands, improve the ecological environment, maintain the biodiversity, develop modern animal husbandry, and promote the sustainable development of economy and society. The Text consists of 52 Articles divided into 9 Chapters: General Provisions (I); Grassland Tenure (II); Grassland Planning (III); Grassland Construction (IV); Grassland Utilization (V); Grassland Protection (VI); Supervision and Inspection (VII); Legal Liabilities (VIII); Supplementary Provisions (IX).The grassland in the administrative area of the Autonomous Region shall be under the ownership of the State and the ownership of collectives. Grasslands owned by collectives, may be contracted and managed by the households or the group of households within the collective economic organizations; state owned grasslands that are assigned to collectives for use, may be contracted and managed by the households or the group of households within the collective economic organizations. The people's governments at or above county level shall be responsible for conducting surveys of grassland resources within their respective administrative areas and formulating plans for the protection, development and utilization of grasslands. The grassland production and ecology early warning and monitoring system shall be established in the autonomous region. National, sectoral and regional quality control measures and standards for the administration of grass seed production, processing, inspection and quarantine shall be carried out. Grassland contractors shall fulfill the obligation of rational use of grassland. The amount of livestock kept by the user or the contractor of the grassland shall not exceed the approved stocking capacity.
