A citizen shall submit to the district land committee an application for the allotment of a plot of land for setting up a peasant farm. 2). The present Law establishes legal basis for land valuation and determines complexity in the process of carrying out land valuation. The Law consists of 2 chapters that contain 12 articles. The procedure for the implementation of the state registration of rights of possession, use, lease and ownership to the land plots, as well as servitudes and other restrictions of these rights, are stated in the present Directions. The present Directions are designed for Goskomsev land resources services of districts, as well as for Uzgeodescadastre state real estate cadastral services of districts and towns which are commissioned to implement the official registration of the rights to the land plots.

Transfer of land or plots of land from one category into another shall be carried out in accordance with the application by the persons concerned submitted to executive organ of state power or to organ of local self-government that are authorized to examine such applications.

This Decree prescribes the implementation of the Land Law of 2003. It deals with the following matters: land price-determining methods, price brackets for assorted land categories; land use levy and land rent collection; compensation, support, resettlement when the State recovers land for use of defence or security purposes, for national interests, public interests, economic development; land inspection; sanctioning of administrative violations.

There shall be appointed a Commissioner of Lands and Surveys who shall, subject to this Act: (a) direct, supervise and control all public surveys; (b) ensure that all surveys and plans are effected in accordance with the laws of Belize. The Commissioner may by notice published in the Gazette delegate any of his or her functions under this Act to any officer of the Lands and Surveys. The Land Surveyors Board is established under section 4. The Board shall issue licences to practice land surveying in accordance with this Act. The Board shall keep a register of licensed surveyors.

The Law provides for land cadastre registration and the creation of the National Cadastre. It sets forth extensively the administrative procedures (up to the initial registrations of properties at the land logbooks) and lay down the guidelines for dispute settlements.

This Law provides for the institution of the national Cadastre and Survey Organization, its functions and powers, involving activities dedicated to the management of cartography and topography of land. It is a public organization under the responsibility of the Ministry for the Environment, Physical Planning and Public Works. It is presided by a seven members Committee.
