The Purpose of this Decree is to prescribe matters delegated by the Rearrangement of Agricultural and Fishing Villages Act and those necessary for the enforcement of such matters. Article 3 lists item subject to a resource survey to be conducted under article 3 of the aforementioned Act. Article 5 lays down provisions relating to the proposal of a rural landscape management plan.

This Regulation is enacted in accordance with the Land Administration Law of the People's Republic of China. The purpose of this Act is to contribute to the efficient management of national land, safe marine transportation, and the protection of ownership of citizens, by prescribing matters concerning the standards and procedures for surveying and waterway survey as well as the preparation, management of cadastral records and comprehensive real estate records.

This Order of the Cabinet Secretary implements provisions of the Land Registration Act in respect to the establishment and operation of land registration units as constituted under section 6 (l) of the Act. The Cabinet Secretary establishes registration units as set out in the First Schedule.
