El comisariado ejidal es el órgano encargado de la ejecución de los acuerdos de la asamblea, así como de la representación y gestión administrativa del ejido (art. 32). Como órgano de participación de la comunidad podrá constituirse en cada ejido una junta de pobladores, integrada por los ejidatarios y avecindados del núcleo de población, la que podrá hacer propuestas sobre cuestiones relacionadas con el poblado, sus servicios públicos y los trabajos comunitarios del asentamiento humano (art. 41).

Despite its title, this landmark statute provides the mechanisms for the implementation of a policy of integrated management of land and allied water resources, primarily in a non-urban context, and the institutional arrangements needed to administer and operate such mechanisms (sect. 1). It was enacted largely in response to the state of divided and compartmentalized responsibilities of the central, regional, and local governments in the management of the above-mentioned natural resources.

The Government may declare any area as a protected watershed area and the Watershed Conservation Officer may take within the area the measures established by the present Act for the purpose of soil and watershed conservation (e.g. construction and maintenance of waterworks, afforestation, planting of grasses or other vegetation, protection of forests, cultivation of crops and fruits, maintenance of the fertility of the soil, etc.).

Section 2 of the By-law prohibits deposit of waste and other refuse, and carcasses in rivers, beaches and the sea. No person shall dump any soil into or remove any stone from any river (sect. 2). Section 3 provides for the collection of garbage rates. Section 4 requires owners or occupiers of land to cut overgrown vegetation upon a notice served by the Village Council. (6 sections)

The contracting parties propose to develop cooperation in the field of environmental protection and restoration. Priority areas are air pollution, harmonization of national, regional and international law, neutralization of wastes and recycling, protection of water quality, protection against noise and vibration, protection of biodiversity, exchange of information regarding soil conservation and energy use, protected areas and their utilization, EIA, training, exchange of information regarding the implementation of EC environmental directives.

These Regulations provide for payment in respect of an undertaking to follow the general environmental conditions set out in Schedule 1 and to carry out at least one of the management activities set out in Schedule 2 or the capital activities set out in Schedule 3. Act containing rules relative to protection of the soil (Soil Protection Act).

This Act makes provision for measures concerning protection of the soil. Some provisions concern infiltration of water and the protection of groundwater. Chapter I contains definitions. Under Chapter II a Technical Commission for Soil Protection is established. The Commission consists of soil protection specialists and shall advise the Minister on soil protection issues. Chapter III contains general regulations for the protection of the soil. The regulation of various matters is delegated to the Minister of Environment Protection.

This Regulation implements that part of the EC Council "Groundwater Directive" (80/68/EC) which concerns the infiltration of water. Infiltration in this Regulation has the same meaning as in article 1 of the Groundwater Act. This Regulation restricts the powers of provincial authorities to grant permits for infiltration of water. This may be done only if no danger is to be expected of pollution of groundwater.

"Construction Materials" are defined as materials used in a construction and in which the content of calcium, silicium and aluminium together is more than 10 percent. Article 2 provides for analysis of contents of the materials aforementioned in construction materials. Article 3 indicates the competent authorities for purposes of this Regulation. Construction materials may be used only on or in the soil if the compounds of the material are analysed by the competent institution (art. 9). Chapter III provides for the use of construction materials in surface waters.
