The United Kingdom has historically played a leading role in developing parliamentary democracy and in advancing literature and science. At its zenith in the 19th century, the British Empire stretched over one-fourth of the earth's surface. The first half of the 20th century saw the UK's strength seriously depleted in two world wars and the Irish Republic's withdrawal from the union. The second half witnessed the dismantling of the Empire and the UK rebuilding itself into a modern and prosperous European nation. As one of five permanent members of the UN Security Council and a founding member of NATO and the Commonwealth, the UK pursues a global approach to foreign policy. The Scottish Parliament, the National Assembly for Wales, and the Northern Ireland Assembly were established in 1999. The latter was suspended until May 2007 due to wrangling over the peace process, but devolution was fully completed in March 2010.
The UK was an active member of the EU from 1973 to 2016, although it chose to remain outside the Economic and Monetary Union. However, frustrated by a remote bureaucracy in Brussels and massive migration into the country, UK citizens on 23 June 2016 narrowly voted to leave the EU. The so-called “Brexit” will take years to carry out but could be the signal for referenda in other EU countries where skepticism of EU membership benefits is strong.

This Order amends the Town and Country Planning (General Permitted Development) (Scotland) Order 1992 so as to insert a new Part (25B) into Schedule 1. Part 25B confers permitted development rights in respect of development by or on behalf of the Scottish Ministers in relation to the maintenance, repair or reinstatement of ancient monuments and the exercise of other functions under the Ancient Monuments and Archaeological Areas Act 1979.

Scheduled Monuments (Appeals) (Scotland) Regulations 2015 (S.S.I. No. 231 of 2015).
These Regulations make provision in connection with appeals to the Scottish Ministers under sections 1C, 4B and 9C of the Ancient Monument and Archaeological Areas Act 1979. They also apply in relation to the procedure for dealing with applications for determination by the Scottish Ministers by virtue of a direction under section 3B of the Act. The appeals may concern land affected by a decision.

Town and Country Planning (Historic Environment Scotland) Amendment Regulations 2015 (S.S.I. No. 237 of 2015).
These Regulations make amendments to the Environmental Impact Assessment (Scotland) Regulations 1999, the Town and Country Planning (Development Planning) (Scotland) Regulations 2008, the Town and Country Planning (Development Management Procedure) (Scotland) Regulations 2013 and the Town and Country Planning (Environmental Impact Assessment) (Scotland) Regulations 2011 following the establishment of Historic Environment Scotland by the Historic Environment Scotland Act 2014.
Town and Country Planning (Appeals) (Scotland) Amendment Regulations 2015 (S.S.I. 233 of 2015).
These Regulations amend the Town and Country Planning (Appeals) (Scotland) Regulations 2013 to extend the application of those Regulations to appeals under section 5B of the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 1997.
