This Presidential Decree establishes that horticultural cooperatives shall be set up with a view of carrying out collective horticultural practices. Legal holders of the plots of land in ownership shall join horticultural cooperatives of create horticultural associations for non-observance of this requirement shall entail expropriation of land plots owned thereby.
