The purpose of this law is to preserve from damage the restoration and improvement of the fertility of agricultural lands and determine the conditions for changing their designation.The Law consists of 9 Chapters divided into 46 articles: General provisions (I); Preservation of agricultural lands from damage (II); Recreation and improvement of the productive qualities of agricultural lands (III); Reclamation of lands (IV); Change of the designation of the agricultural lands for needs different from the agricultural (V); Taxes for change of the designation of agricultural land (VI); Revoking and amendment of decisions (VII); Commission of agricultural lands (VIII); Administrative and punitive provisions (IX).Owners and users of agricultural lands shall be obliged to preserve them from erosion, pollution, etc., shall maintain and improve their production quality and shall not change their designation. Prohibited acts on agricultural lands are listed in article 6. Recreation and improvement of eroded, polluted, salted, acid and swamped agricultural lands shall be carried out on the grounds of preliminarily developed and coordinated technologies and projects approved by the Ministry of agriculture and forests (arts. 7 to 9). The reclamation of land (art. 11), expropriated for state and municipal needs, shall be carried out by the investor of the object by paying the due state taxes and the value of the land to its former owners (art. 12). The construction on agricultural land shall only be performed upon removal of the humus layer as specified in articles 14 and 15. The change of the designation of agricultural lands shall be permitted depending on the productive qualities and the purposes of the change as discussed in Chapter V. Commissions for agricultural lands shall be established by the Ministry of agriculture and forests. The remaining part of the Law consists of penal provisions and provisions of miscellaneous nature.
