The Government, for the purpose of further development of land reform, increase in social, investment and production potential of land resources, strengthening of the constitutional rights of citizens to land, the formation of efficient mechanism of the regulation of land relationship and state management of land resources, decrees to validate the Federal Special Program. The Government decrees to entitle the State Committee on land policy with the task of state customer-co-ordinator of the Program and to entitle the Ministry of Agriculture and Food with the task of state customer of the corresponding direction of the Program. The document consists of 8 Sections. Section 1 lays down the general provisions. Section 2 establishes the system of program measures. Section 3 regards legal backing of the Program. Section 4 regards scientific backing of the Program. Section 5 concerns international cooperation. Section 6 regards resources’ backing of the Program. Section 7 deals with organization of management and control over the course of the realization of the Program. Section 8 deals with social, economic and ecological efficiency of the realization of program measures.
