Moscow Government, taking into consideration that the purpose of the system of licensing is to ensure the protection of citizens against direct negative impact on their physical and moral state on the part of private enterprises and the prevention of penetration on market of the undertakings that carry out illegal, unqualified and injurious to human health activity as well as in order to exclude bureaucratic interests for the maintenance of monopolistic positions on city market, decrees as follows: 1). Moscow Licensing Chamber is the only authorized governmental institution entitled to issue licences for the types of activity subject to licensing by the Regional Executive Bodies. 2). To validate the list of activities subject to licensing (Annex 1). 3). To validate the Regulation on licensing of some types of activity on the territory of the city of Moscow. (Annex 2). 4). To entitle Moscow Licensing Chamber to represent Moscow Government in the process of entering into contract with Federal Executive Bodies as regards joint licensing of some types of activity and delegation of plenary powers to Federal Executive Bodies for the types of activity belonging to their sphere of competence in accordance with the legislation currently in force. The list of activities subject to licensing by Moscow Licensing Chamber includes: 1). Retail trade of spirits and beer. 2). Wholesale trade of beer. 3). Production, trade and distribution of foodstuffs for public catering. 4). Trade of foodstuffs. 5). Harvest and trade of raw materials extracted from herbs (except for species recorded in the Red Book). 6). Land use planning and prospecting. 7). Organization of sporting and artisanal fishing and harvest of precious fish, aquatic animals and plants. 8). Trade of tobacco. 9). Production, storage and wholesale trade of ethyl alcohol. 10). Production, bottling, storage and wholesale trade of spirits.
