The second extraordinary Congress of People's Deputies, for the purpose of the revival of the Russian rural area and the formation of the qualitatively new social and economic conditions for the solution of food-producing and food supply, decrees as follows : 1) To approve on the whole the Program elaborated by the Supreme Soviet of the RSFSR and by the Council of Ministers of the RSFSR. 2) To entitle the Council of Ministers, for the purpose of ensuring the parity of prices for industrial and agricultural commodities, to carry out price indexation on a regular basis and to provide for the compensation of expenditure in connection with the increase of wholesale prices for material and technical resources and service tariffs to the rural population. 3) The plots of agricultural land must be conceded to the citizens by the local Councils of People's Deputies. Expropriation of the plots of land, except for cases envisaged by the legislation of the RSFSR is prohibited. The use of the plot of land is taxed in accordance with the legislation currently in force. Sale and other types of transfer , except for inheritance, are permitted exclusively to the state represented by the local Council of People's Deputies on which territory is situated the plot of land in question. The local Council of People's Deputies is obliged to purchase the plot of land in question. The purchase on condition of ownership of the plots of land is carried out thorough the Council of People's Deputies on which territory is situated the plot of land in question. From the moment of the purchase on condition of ownership of a plot of land for the period of 10 years is prohibited any contract for its buying and selling. All the issues regarding transfer and purchase of the plots of land must be resolved in legal form.
