"Development" is described in subsection 30.2 as the carrying out of building, engineering, mining or other operations for construction, demolition or alterations in, on, over, or under any land or the making of any material change of use of land or building excluding, inter alia, the use for agriculture, animal husbandry and forestry, except where such use consists in the erection of buildings or amounts to intensive raising of crops or animals.Section 3 provides for the establishment of a Planning Authority as a body corporate. The Authority shall promote proper land development, both public and private, and control such development in accordance with approved policies and plans (sect. 5). Furthermore the Act provides for the establishment of a Planning Consultative Committee (sect. 12), the Development Control Commission (sect. 13), and the Planning Appeals Board (sect. 14). Sections 18 to 29 (Part 3) provide for the preparation and review of the Structure Plan by the Authority (sect. 18) and various other subsidiary and local development plans. Part 4 (sects. 30-50) confers powers of control of development upon the Authority, provide for the registration of development permissions, prescribe charges and contributions and regulate appeal from the decisions of the Authority. Part V makes provisions for enforcement measures. Provisions of Part 6 prescribe offences and penalties and regulate legal proceedings. (63 sections, divided into 7 Parts, completed by 3 Schedules)
