En la mayoría de los casos las iniciativas proponen la zonificación de la agricultura campesina, es decir, la definición de zonas de protección de esta agricultura y en contrapartida, de exclusión de los cultivos producidos en base a fumigaciones y semillas transgénicas.

En la mayoría de los casos, además, no hay un solo actor social preponderante en la consecución de las ordenanzas, sino que varios actores -comités campesinos, pastorales, instituciones ambientalistas, concejales, comisiones vecinales…- que se articulan en plataformas para tener mayores resultados.

The Legal Guide was created to share information on Tanzania’s system for regulating seeds and other inputs, including areas such as variety release and registration, seed certification, and trade, and to identify key decision points and challenges that could unlock further development in the seed sector and implementation of existing frameworks. The Legal Guide itself will be part of a larger process of consultation and discussion, with key decision points followed by recommendations and a roadmap for strengthening the regulatory system for seeds and other inputs.

Addressing local level food insecurity amongst small-holder communities in transition

Whilst most interpret food insecurity to mean an insufficient quantity of food (as measured by the number of calories consumed), the widely accepted FAO definition considers four dimensions of food security, namely quantity, quality or diversity, access and use. Provision of enough calories on a daily basis is not sufficient if the diet lacks diversity and appropriate balance to provide the full range of minerals and vitamins necessary for proper health,or if the food available is culturally unacceptable.

In Afghanistan, insecurity over land and water rights hampers investments in food production and irrigation. In rural areas, customary tenure systems, partly based on religious law, are the most relevant but suffer from weak recognition and offer little protection to rights holders. The land policy reform is on-going but remains slow. Moreover, land administration capacity is weak and improvements mostly take place in urban areas. In this context, land disputes are common and often violent.
